Distribution of territorial labour exchange offices and their units in the country:
Active labour market policy in Lithuania is implemented by:
- The government
- The Ministry of Social Security and Labour
- Other ministries
- Lithuanian Labour Exchanges and its territorial branch offices
- Municipal institutions and offices
- Other legal and natural persons
LLE has a three-level structure with a head office, 10 territorial offices with their own legal status (one for each county). All territorial offices have local offices at the municipal level, covering all the county (50 in total). The head office manages and controls 10 territorial offices and provides methodological guidance for their activities. Furthermore, it coordinates the provision of labour market services and the implementation of active labour market policy measures and evaluates their effectiveness on the national level. The territorial offices plans, organizes and monitors the provision of labour market services and the implementation of active labour market policy measures on the county level. The local offices provide aforementioned services and measures directly to clients.
LLE upon agreement with the Ministry of Social Security and Labour, can establish, liquidate or reorganise territorial labour exchanges and coordinate, supervise theirs activities.
